After the disk is imported edit the vDisk properties and change the “Microsoft Volume Licensing” to none.
Now start the device and log-on. After you are logged on open an elevated command prompt and type the following command:
cscript.exe slmgr.vbs /ipk [product key redacted]
cscript.exe slmgr.vbs /ato
cscript.exe slmgr.vbs -rearm

The above error (0xC004F038) indicates that you not have 25 clients using KMS.
After the rearm is successful use the Citrix Role manager to prepare the disk for imaging and then shutdown the device.
